Dr. Zakaria El-Ramly has over forty years of experience in the energy industry and is recognized as an expert in several areas of utility operation, as well as in the area of competitive energy markets. In the early 90's, Zak led several major initiatives within BC Hydro including the development of competitive industrial electricity rates, wheeling policy, DSM initiatives (Power Smart) and the Powerex Power Pool. In 1995, Zak founded ZE PowerGroup Inc., which provides clients with strategic consulting and also develops the ZE Energy Tools suite of trade, risk, data management and analysis software; ZEMA is the flagship of ZE's software products.
Experience
- ZE PowerGroup, President – Leads a group of technical staff and seasoned industry associates in regulatory consulting and intervention, active management, the implementation of electricity trading and risk management, operation of new competitive business functions and trade and risk software development.
- Powerex, Executive Vice President Marketing – Responsible for sales, long-term contract negotiation and resource acquisition. Credited for the development and structuring of Powerex and its trading operation.
- Powerex, Vice President Development – Responsible for the development of corporate direction to enhance the business and led the development of a short-term electricity market, the Power Exchange Operation (PEO).
- BC Hydro, Manager Business Development & Resource Management – Development of corporate policies related to energy trade (in key areas such as rate strategy, wheeling and exchanges with other suppliers). Also responsible for the development of a BC Hydro innovative system of unbundled rates referred to as the Industrial Rate Proposal.
- BC Hydro, Manager Policy Development, Corporate & Environmental – Development of corporate policies related to energy transactions. Led the development of one of the first leading edge wheeling policies in North America.
- BC Hydro, Manager Rates & Forecasting - Personnel and resource management of Rates, Load Research and Forecasting groups.
- BC Hydro, Marketing Manager, Residential & Commercial Energy - Market program development, program implementation and providing general technical support for all marketing activities. Spearheaded the development of the demand side management program known internationally as Power Smart.
- Regulatory Involvement in British Columbia , Quebec and Alberta – Several projects include: BC Hydro Bypass Rate Guideline, WKP Transmission Applications, expert testimony for the Establishment of General Regulatory Principles in Setting and Applying Transmission Tariffs, to be set in Future Hearings; and intervener in the Federal Energy Regulatory Commission Proceedings for the Approval of the Cal-ISO, Power Exchange and IOUs' tariff
