President of ZE PowerGroup speaks at BC Power Conference

Vancouver, bc, February 25, 2008 − Speaking at the BC Power Conference on January 30, 2008, Dr. Zak El-Ramly, President and CEO of ZE PowerGroup held that BC is likely one of the most interesting places to invest in power projects ; but he cautions the market needs to be managed with care. The energy industry expert attended the recent BC Power Conference as a key speaker and was privileged to share his insight into BC's unique energy marketplace. With a focus on the new BC Energy Plan - which aims to establish clean, green power - the conference served as a forum for leading industry players to share information and develop strategies. The plan's aggressive targets for zero greenhouse gas emissions, investment in new power technologies, and the 50% acquisition of BC Hydro's incremental resource needs through conservation by 2020, place BC in a leadership position when it comes to clean energy.

During his presentation on Inter-Provincial and Inter-State Power Trading, Dr. El-Ramly offered a valuable examination of how BC fits into the North American Grid. Pointing out BC's position as surrounded by competitive and semi competitive markets, he identified the BC marketplace as an open market without being truly competitive, and noted that the potential for monopolistic behavior is difficult to manage for merchant investors.

Further insight into the BC market and the complexities of interpreting transmission data indicated that if transmission issues can be resolved, BC is positioned as a potential supplier of new resources - especially green and clean ones. As BC is currently in a net energy deficient condition (a net buyer), achievement of the Energy plan's goal for self-sufficiency requires new development and is reflected in BC Hydro's call for tender.

The presentation concluded with a look at factors determining opportunities for true merchant development, and included Dr. El-Ramly's views on the basic market rules: "the harder I work, the luckier I get" and "no risk, no reward".
